ROLE SUMMARY:

The Head – Learning & Development will lead the overall capacity-building architecture for the Rural Incubation Programme, covering trainers, project team members, and rural entrepreneurs. The role will be responsible for curriculum design, pedagogy and methodology, training quality assurance, and knowledge management, working closely with Project Leads, Business Managers, Master Trainers, Project Trainers, Development Agencies and Academia.

 KEY RESPONSIBILITIES:

  • Design a comprehensive learning and capacity-building strategy for the Rural Incubation Programme, aligned with programme outcomes and enterprise growth milestones.
  • Develop structured curricula, training modules, toolkits and session plans for key audiences: (a) Master Trainers & Trainers, (b) Project team members, (c) rural entrepreneurs and women-led enterprises, and (d) Community Resource Persons.
  • Define and standardize pedagogy and methodology suitable for adult learning and low-literacy rural contexts (experiential learning, demonstrations, peer learning, digital and blended formats).
  • Conduct Training of Trainers (ToT) and Master Trainer development programmes, including certification frameworks and performance standards.
  • Build capacity of project teams (Project Leads, Business Managers, field staff & community resource persons) on enterprise development, incubation processes, mentoring approaches, and programme frameworks.
  • Design and roll out entrepreneur-facing training content across themes such as business planning, financial literacy, costing & pricing, compliance, market linkage readiness, quality, and production management.
  • Develop assessment tools, pre- and post-training evaluations, and competency frameworks to measure learning outcomes for trainers, team members and entrepreneurs.
  • Create and manage a knowledge repository of training content, case studies, best practices, and digital learning assets for continuous improvement.
  • Design and maintain modular digital curricula (videos, micro-learning nuggets, slide decks, podcasts) tailored separately for trainers, project teams and rural entrepreneurs, ensuring language and context suitability for low-literacy audiences.
  • Convert classroom-based modules into blended/online formats, including self-paced modules, interactive exercises, quizzes and reflection tools accessible via mobile phones and low-bandwidth environments.
  • Develop standardized digital toolkits (templates, checklists, worksheets) that accompany each training module.
  • Coordinate with subject-matter experts and practitioners to script, review and validate digital learning content.
  • Set quality standards and a style guide for all digital content to ensure consistency across states and partners.
  • Work with tech/creative vendors or internal teams to produce vernacular video content, animated explainers and voice-over content.
  • Design simple digital assessments and feedback mechanisms to track learning outcomes and user engagement.
  • Curate and organize digital content on a central repository or LMS/portal, ensuring easy navigation.
  • Use programme data and insights from MIS to refine and prioritize digital modules.
  • Work closely with Project Leads and MIS teams to track training delivery, participation, learning outcomes and link these to enterprise KPIs.
  • Coordinate with ecosystem partners, subject-matter experts, academic institutions and government training resources.
  • Ensure quality assurance of all capacity-building activities through periodic audits, feedback loops, field immersions and course corrections.
  • Support the design of communication materials, handbooks, and digital content for rural entrepreneurs.
  • Facilitate documentation of learnings and contribute to programme reports, case studies and knowledge products.

REQUIRED SKILLS:

  • Strong understanding of adult learning principles, participatory training methods, and blended/digital learning approaches.
  • Excellent facilitation, communication and writing skills, with the ability to simplify complex business concepts for rural entrepreneurs.
