ROLE SUMMARY:

The Head -MIS & Data Systems will lead the design, implementation and management of the Management Information System for the Rural Incubation Programme. The role will ensure accurate, timely data capture from multiple states, robust dashboards and analytics for decision-making, and close coordination with project MIS teams and implementation partners.

 KEY RESPONSIBILITIES:

  • Design and operationalize an end-to-end MIS architecture for the Rural Incubation Programme, covering entrepreneurs, enterprises, training, mentoring, market linkages, and financial performance indicators.
  • Define data frameworks, indicators, reporting formats and standard operating procedures (SOPs) for data collection, validation and reporting at block, district and state levels.
  • Lead the development, configuration and maintenance of MIS platforms (cloud-based tools, dashboards, mobile data collection, etc.) in collaboration with internal IT teams or external vendors.
  • Coordinate and supervise data entry, updating and verification across all project locations, working closely with project MIS executives and field teams.
  • Establish data quality protocols, conduct periodic data audits and provide feedback and training to ensure accuracy and completeness.
  • Develop and maintain dashboards, analytical reports and visualizations to track programme KPIs, enterprise performance, training coverage and field activities for management and donors.
  • Support Project Leads and Business Managers with custom reports and insights for portfolio reviews, planning, and course corrections.
  • Integrate MIS with M&E frameworks to capture outputs, outcomes and impact indicators relevant to rural enterprises and women-led businesses.
  • Ensure data security, access controls and compliance with organizational and partner data policies.
  • Build the capacity of project MIS staff and field teams on digital tools, data entry, reporting norms and dashboard usage.
  • Liaise with government partners to align/link reporting with their MIS requirements/systems and enable smooth data exchange.
  • Contribute to donor reports, internal reviews and external communication material with accurate, updated programme statistics and analyses.

 REQUIRED SKILLS:

  • Strong hands-on experience with MIS platforms, databases, spreadsheets and dashboard tools (e.g. Excel, Power BI, Tableau or similar).
  • Proven ability to design indicators, build reporting frameworks and translate programme needs into practical data systems.
  • Experience in managing distributed data teams, monitoring data quality, and working with field-level staff in rural or semi-urban contexts.
  • Strong analytical, problem-solving and communication skills, with the ability to present insights in a clear, decision-useful manner.

 ACADEMIC QUALIFICATION:

Essential Educational Qualifications required for this role:

    • Postgraduate degree in Information Systems, Statistics, Data Analytics, Computer Applications, Engineering, Management, or related disciplines
    • Desirable Qualifications/Certification required for this role:
    • Certifications in data analytics or MIS platforms

 EXPERIENCE:

  • Total years of work experience: 10 years (minimum)
  • Years of relevant experience: 8 years of experience in MIS design, data management or analytics roles in development programmes, incubation, livelihoods, or large multi-state projects
  • Experience working with NRLM/SRLM MIS, government schemes, or large-scale NGO/development MIS systems
  • Familiarity with mobile data collection tools, APIs and basic database concepts
  • Prior experience in enterprise development, incubation or livelihoods programmes
  • *Years of work experience after essential qualification: 8 years

 PREFERRED ATTRIBUTES:

  • Willingness to travel to rural project locations to support implementation and training.
  • Ability to work collaboratively with programme teams to understand data needs and translate them into technical solutions.
